Want more scientists and engineers? Make science classes do this to students every day instead of bore them to death with vocabulary!
That perspective seriously discounts the importance of vocabulary. Foundational knowledge is…well, foundational. There are ways to marry both approaches. We can’t just throw out parts some people think are boring, when there are plenty of options to make learning vocabulary and fundamental concepts more engaging. (That perspective also operates on the assumption that science classes only cover vocabulary.)
